OUR HISTORYIn October 1979, four of the local agencies that provided wastewater services in central Marin county entered into a Joint Powers Agreement: San Rafael Sanitation District, Ross Valley Sanitary District, Sanitary District No. 2 of Marin County, and the City of Larkspur. This agreement created a separate governmental entity, the Central Marin Sanitation Agency, to oversee the construction and operation of a regional wastewater facility. CMSA became operational in January 1985. OUR ORGANIZATIONCMSA is recognized as a high performance wastewater utility within Marin County and the San Francisco Bay Area, and we are sought out by local agencies to provide various wastewater and environmental services. The Agency continues to be recognized by state and national organizations in the areas of permit compliance, facility operations, safety, and financial reporting. Employees continually upgrade their skills by engaging in training activities such as seminars, workshops, conferences, and webinars. Additionally, staff members rotate participation on various committees and work teams that enable collaboration between departments on Agency projects and initiatives. These include the Executive Power Delivery Team, Capital Improvement Projects Team, Committee, Safety & Security Committee, Process Control Team, and Agency Strategic Business Plan Committee. WE ARE BOTH REGULATED AND REGULATORSCMSA has a National Pollutant Discharge Elimination System permit issued by the San Francisco Regional Water Quality Control Board which details the Agency's wastewater treatment and reporting requirements. We, in turn, regulate the commercial, industrial and institutional discharges into the wastewater collection system. We are also subject to other permits, such as from the Bay Area Air Quality Management District. BIOSOLIDS REUSE, EDUCATIONAL PROGRAMS, ENVIRONMENTAL SERVICESWastewater treatment is only part of what we do...Our biosolids are beneficially reused as alternate daily cover at the Redwood Landfill, land-applied fertilizer/soil amendment for livestock feed crops, and used to produce liquid bio-fertilizer. We also have a comprehensive pollution prevention program, lead an award-winning county-wide water/wastewater public education program, and provide various environmental services to local agencies. |
