Jason R. Dow, PE

Jason was hired at CMSA in 1993 as an engineering technician, and became General Manager in 2002. He has a civil enineering degree from UC Berkeley, a M.S. degree in Environmental Engineering from San Francisco State, and is a registered Professional Engineer (PE) in California. He enjoys spending time with this family, working on home improvement projects, and mountain biking on the trails in Marin.

Chris Finton

Chris has performed start-up and commissioning, and developed standard techniques, guidelines, procedures, and criteria on various Agency projects. He received a BA in Environmental Studies and Urban Planning from Sonoma State University, and currently chairs the Water/Wastewater Technical Advisory Committee at Santa Rosa Junior College. He enjoys biking, officiating at soccer and lacrosse, and is an avid home brewer.

Ken Spray

Ken is a native of the greater Bay Area and has nearly 30 years’ experience in the public sector working with CMSA, the Vallejo Sanitation and Flood Control District, and with the City of Millbrae.  Ken is an active certified public accountant and holds an MBA-Finance from Saint Mary’s College.

Peter Kistenmacher

Peter has over 17 years experience in the wastewater and bioenergy industries, including six years with Silicon Valley Clean Water, and ten years in various roles at international wastewater technology and engineering firms. Peter received a BS and MS in Environmental Engineering from UC Berkeley.

Mark Koekemoer

Mark has worked as a chemist since 2002, and previously acted as the Laboratory Director for Napa Sanitary District. Mark has served on the Standard Method Joint Task Groups, the CWEA North Bay Laboratory Committee, and the Environmental Technical Advisory Committee, and holds a Master of Science Degree from Texas A&M University.
