POLLUTION PREVENTION PROGRAM

CMSA regulates automobile repair facilities, dental offices, restaurants, and industrial facilities, and conducts public education and outreach programs, which helps reduce the discharge of toxic materials into the sanitary sewer system.

Other source control activities are acceptance of septic tank, portable toilet, and grease trap wastes, and regulation of contaminated groundwater discharged into the sewer system.
PRETREATMENT PROGRAM

Part of the 1972 Clean Water Act contained a requirement for most wastewater agencies to establish a pretreatment program to reduce pollutants discharged into the sanitary sewers by certain industrial dischargers.

The program conforms with federal regulations and is monitored by the San Francisco Regional Water Quality Control Board.
STORMWATER POLLUTION PREVENTION PROGRAM

To protect the San Francisco Bay and comply with a National Pollutant Discharge Elimination System General Permit (NPDES), CMSA has a Stormwater Pollution Prevention Plan for Agency property.

This plan specifies how staff will prevent stormwater pollution in their everyday activities, how to respond to pollutant spills and other unusual events, and to conduct periodic site inspections and testing to verify compliance.
ENFORCEMENT OF STORMWATER REQUIREMENT
- Under an agreement with the City of San Rafael, CMSA staff may issue City citations for violation of the City’s Stormwater Ordinance.
